This is a certificate issued by the Russian Institute of Certification (ВНИИС) to customs stating that the product does not belong to the "Russian Customs List of Compulsory Certified Goods".

If the product belongs to the list of products requiring declaration of conformity by the Russian Customs, it is also indicated in the exemption letter. This is mainly due to the fact that many products are difficult for customs officers to identify and classify and therefore need to be identified by specialized agencies. For simple goods, there is a possibility that customs does not require a letter of exemption, and there is no uniform standard.
