An analysis of the highlights of the EU June RAC and SEAC meetings

The EU Risk Assessment Committee (RAC) has adopted opinions on harmonized classification and labeling of glyphosate and silver, and restrictions on lead content in ammunition used for hunting, outdoor sport shooting and fishing.


The Socio-Economic Analysis Committee (SEAC) adopted an opinion to restrict the introduction of Dechlorane Plus (DP) into the EU market.


In June, the RAC adopted a total of 10 opinions on harmonization of classification and labeling, including for glyphosate and silver. The Commission also reached a final opinion on ECHA's proposal to limit lead in ammunition for hunting, outdoor sport shooting and fishing, and the SEAC agreed to its draft opinion on the proposal. the SEAC draft opinion will be available for a 60-day consultation on June 29, 2022.


With respect to glyphosate, the RAC agreed to retain the current classification of glyphosate as causing serious eye damage and aquatic toxicity. With respect to the lead restriction, both the RAC and SEAC supported the related proposal with some modifications. some of the SEAC's considerations require more information before a conclusion can be reached on the potential impact of the restriction.



SEAC adopted the Norwegian proposal for an opinion on the restriction of DP, considering that overall the restriction is an appropriate measure to address the identified risks of DP in the context of the EU. SEAC believes that any restriction option proposed by Norway could be adjusted accordingly with respect to the benefits and costs to society. However, SEAC notes that there are clear differences in marginal cost-effectiveness between the different options. the RAC adopted the opinion proposal in March 2022.



Regarding the addition of a restriction on 2,4-dinitrotoluene (2,4-DNT) to REACH Appendix XVII in the EU, both SEAC and RAC supported the proposed restriction. The proposal would effectively ban this product from the EU market or use. 2,4-DNT has carcinogenic potential and has been on the REACH authorization list since 2011. the SEAC draft opinion is available for a 60-day consultation on June 15, 2022.



In addition, the RAC and SEAC reached 10 comments on the authorization application and 2 comments on the review report for companies wishing to renew their authorization.
