The Registration Measures for Environmental Management of New Chemical Substances (Order No. 12 of the Ministry of Ecology and Environment), an administrative regulation officially issued by the Ministry of Ecology and Environment on April 29, 2020, based on the former Order No. 17 of the Environmental Protection Administration and Order No. 7 of the Ministry of Environmental Protection, was revised to regulate the production, import, research and processing of new chemical substances used in China.

The measures have been officially implemented since January 1, 2021. According to the provisions of the Measures, all new chemical substances produced or imported in China (not listed in the Existing Chemical Substances List) should be registered or filed for the work before the activities are carried out and the corresponding permits are obtained before the compliance operation.
