The Ministry of Agriculture and Rural Affairs announced the "Zhejiang Province Department of Agriculture and Rural Affairs on the request to clarify whether the "4-(trifluoromethyl) nicotinamide" chemical substances belong to the pesticide management letter" (Zhejiang Agriculture letter [2022] No. 358) reflects the high importance of 4-(trifluoromethyl) nicotinamide, and the organization of experts in the field of pesticides for demonstration.

▌Official opinion

4-(Trifluoromethyl)nicotinamide is a metabolite of flonicamid with insecticidal activity, which has been included in the residue definitions of flonicamid in food in the United States and the European Union. Some pesticide companies have applied for or obtained patents for insecticidal compositions of this compound, including mosquitoes, cotton aphids, whiteflies, rice brown flies and so on.

The compound is used to prevent and control insect pests that harm agriculture and forestry, and should be managed in accordance with pesticide management according to Article 2 of the Pesticide Management Regulations.

▌Regulation of 4-(trifluoromethyl)nicotinamide according to law

4-(Trifluoromethyl)nicotinamide has not been registered as a pesticide in China. The compound is implicitly added to insecticides such as high-efficiency cypermethrin, methylamino abamectin benzoate and bifenthrin by enterprises for agricultural pest prevention and control and is produced and sold as a pesticide, which violates the relevant provisions of the Pesticide Administration Regulations and should be regulated according to the law.
