The new completeness check requirements for EU REACH registration dossiers came into effect on May 1!

For 2021-2022, the European Commission has revised some information requirements for REACH registered chemicals.ECHA issued a press release on January 23, 2023 stating that ECHA will begin reviewing new registrations and renewals of existing registrations based on the revised letter requirements on May 1, 2023.


In accordance with Article 20(2) of the EU REACH regulation, ECHA performs an integrity check on each registration dossier.


The new completeness check requirements will take effect on May 1, 2023 and will apply to new registrations and renewals of existing registration dossiers. Therefore, registrants should be prepared as previous registration files will likely no longer pass the integrity check.


▌ New and Revised Inspection Questions


◆ Substance Identification


Based on the requirements of REACH Annex VI, ensure the correct identification of the boundary range of substances and their components and additives.


◆ Standard information requirements based on Annex VII-XI


Support registrants to report nodal information on mutagenesis, degradation and aquatic toxicity according to Annex VII-XI information requirements. Registrants may add new applicable evidence weights to provide parameters for the method in a more structured format.


At the same time, limited revisions have been made to the completeness checks for other areas (e.g., use information).


When the new version of IUCLID is released in late April 2023, the IUCLID Validation Assistant will also be updated accordingly at that time using the revised integrity checking rules. Before submitting a registration file to ECHA, registrants can use the Validation Assistant to check the completeness of their registration file to ensure it is error-free before submitting it.
